Montenegro is not a Schengen area member state.
Visiting crews entering on Western passports can enter visa-free for periods of up to 90 days.
Work permits aren’t required to film in Montenegro.
Please contact a local embassy, consulate or representative for more information. Alternatively, there are specialist companies that provide visa and immigration support to the media industry who may be able to assist.
Film Location Permits
Permitting in Montenegro is a very straightforward process. No extraordinary restrictions or rules apply.
There are no fees for shooting and most permits usually take no more than two days.

For productions looking to bring in film equipment, Montenegro is an ATA carnet country.

When to Film
Montenegro has a transitional climate from Mediterranean to continental.
The summers are hot and dry, and the winters are mild on the coast and snowy in the mountains. April to September is the best time to film for long, sunny days.
Montenegro is a predominately Eastern Orthodox Christian country, so those holidays are observed. There is also a large Muslim population.

Costs & VAT
In Montenegro, locations, local talent and support crew are inexpensive. However, since little to no filming infrastructure exists all key crew and equipment must be brought in from abroad.
Crews are typically brought in from nearby Serbia, which is also cost efficient.
The standard VAT rate in Montenegroat the time of writing is set at 21%.
