Hooper review on a Digital Copyright Exchange

Pact has responded to the Government’s feasibility study, led by Richard Hooper, on whether to set up a Digital Copyright Exchange (DCE) in the UK. Given the strength of the UK content industry we do not support the inquiry’s hypothesis that the existing copyright licensing regime is not fit for purpose.
We have put forward a proposal for a voluntary, self-regulated online advertising system for notifying works. This could offer producers new opportunities for advertising available rights and boost innovation in the sector.
We also supported the call for legislation permitting the use of orphan works following diligent searches and called for the Government to implement measures in the Digital Economy Act to address the problem of illegal copyright infringement.
